Hello and welcome! NO, I don't think that quote has been mentioned before.

It comes from the episode where Jack has been made the General who now manages the SGC - and is in charge of "big" things like the food on the base.....and the potatoes they had come in were the wrong kind.....I think it may be New Order - but I don't know the part - maybe part 2????

Yes B, you are correct. The quote is from 'WINDOW OF OPPORTUNITY", as well as the screencap I posted by mistake.

Also, the quote that AnttiS has posted, I think too. it's from "New Order". So, you got both quotes right, so your turn I guess.
